To this end, we adhere to the goal of promoting the simplification and efficiency of government administrative approval, actively explore the establishment of regulatory rules that are lawful and orderly and in line with international practices, and strive to create an open, fair, just and transparent market environment.

Actively promote the reform of the bidding system for construction projects. On the basis of learning from the bidding system of the International Bank for Reconstruction and Development and the Asian Development Bank and summarizing the innovation of the bidding reform pilot in Pudong New Area, we actively explore the establishment of a bidding system with clear responsibilities, consistent rights and responsibilities, efficient operation, and legal protection. Promulgated the "Shanghai Construction Project Bidding Management Measures" and its implementation rules, and put forward four reform measures: First, classified supervision should be implemented according to the source of project funds, and projects invested by government investment and state-owned enterprises and institutions using their own funds will be included in the transaction The site shall be supervised throughout the process, and the projects invested by private enterprises shall be determined by the tenderee whether to enter the trading site. The second is to implement the main responsibility of the tenderee, and grant the tenderee the right to prequalify and determine the bid. The tenderee can select a certain number of shortlisted bidders to participate in the bidding based on factors such as credit, administrative punishment and performance evaluation before the bid opening. The final winning bidder can be determined among the winning bidders by review and clarification. The third is to distinguish the scale of the project and the degree of technical difficulty, and adopt different bid evaluation methods to avoid malicious bids at low prices and achieve reasonable and low bids. The fourth is to optimize the bidding supervision process, adjust the pre-event supervision to the in-event and post-event supervision, and gradually realize the whole process of electronic bidding transactions. Similar small projects can be subject to batch and pre-selection bidding to improve the efficiency of bidding activities. Since the implementation of the measures on March 1, 2017, various measures have been carried out steadily, and all parties in the market have responded well.

Actively carry out pilot projects such as the architect responsibility system and general project contracting. Supported the pilot project of Pudong New Area (Free Trade Zone), issued the pilot work plan and implementation opinions of the architect responsibility system, chose to include nearly 20 projects such as the Qiantan 58-02 plot into the pilot project of the architect responsibility system, and issued architectural The guidelines for the pilot work of the teacher responsibility system clarify the role and work content of architects, guide enterprises to use the management model of the architect responsibility system to promote project construction, and give full play to the leading and responsible role of architects and their teams in the design, construction, and operation stages. Ensure the unity of architectural works from drawing design to finished product delivery. Vigorously promote the project general contracting system, and promote the reform of project construction organization and implementation. A work plan for the pilot project of general contracting has been formulated, and project management methods, implementation points and bid evaluation methods have been issued. Through the three dimensions of pilot areas, pilot enterprises and pilot projects, explore the establishment of management processes and supporting environments such as bidding, construction permit, subcontract management, project cost, and completion acceptance that are compatible with the general contracting method of the project, and encourage qualified design. Or the construction unit improves the comprehensive management ability of design and construction, improves the management system, strengthens personnel training, and actively carries out a package of general contracting projects such as EPC (design procurement construction), PMC (design procurement construction and construction management), etc. Development of engineering companies with comprehensive construction integration capabilities.

Adhere to industrialization, informatization and standardization as the starting point, and strive to improve the application level of science and technology in the construction industry

In order to change the status quo of the traditional extensional and labor-intensive industries in the construction industry, it must persist in optimizing the industrial structure, improving the industrial energy level, and unswervingly promoting the construction of industrialization, informatization and standardization.

Vigorously develop prefabricated buildings. Since 2016, all eligible new buildings in the city have implemented prefabricated buildings, with a single prefabrication rate of not less than 40% or an assembly rate of not less than 60%. Since 2017, the proportion of newly-built commercial housing, public rental housing, and low-cost housing in urban areas within the outer ring has reached 100%, and other areas have basically reached 50%. Taking land source control as the starting point, the prefabricated building construction requirements are written into the land transfer contract to ensure the smooth implementation of the prefabricated project. At the same time, the technical support system has been improved, and a standard specification system has been established for the whole process from prefabricated building design, construction and installation, component production to completion acceptance.

Comprehensively deepen the application of Building Information Modeling (BIM) technology. Through strengthening process supervision, improving standard system, pilot demonstration and focusing effect in key areas of key enterprises, the maturity and benefit of BIM technology application have been continuously improved. In the first half of 2017, there were 3,044 new construction projects in the city, including 331 projects applying BIM technology, accounting for 10.9%, and the total number of projects applying BIM technology exceeded that in 2016. Among the qualified projects with a construction area of ​​20,000 square meters or an investment of more than 100 million yuan, the application rate of BIM technology has reached 88%. Through the promotion and application of BIM technology, multi-professional collaboration and information sharing in the construction management industry chain in the process of project construction have been realized, and the investment management and control ability of the owner has been improved.

Adhere to the goal of creating a good construction market environment and continuously improve the service supervision level of the construction industry

In recent years, we have continued to promote the construction of the construction market management information platform, striving to build a construction market supervision information system platform with project basic procedures and construction process supervision as the main body, covering project quality and safety and the integrity of market entities.

Actively promote the pilot program of electronic examination and approval of enterprise qualifications. Since 2014, it has taken the lead in launching the pilot work of electronic qualification examination and approval of construction engineering enterprises in the country, and built a new examination and approval model of "enterprise commitment, information disclosure, and post-approval supervision". The application materials for enterprise qualification examination and approval have been greatly reduced, and the examination and approval efficiency has been increased by nearly 1/3. At the same time, it took the lead in the country to implement the electronic qualification certificate of enterprises, and simultaneously launched the electronic approval of the safety production license of construction enterprises, realizing the comprehensive electronicization of the approval items such as enterprise qualification, making the application of enterprises more convenient and efficient.

Comprehensively carry out the construction of the integrity system. Carry out government-led construction enterprise credit evaluation, use the information obtained from industry management and the information interacted with the municipal public credit information platform to dynamically evaluate construction enterprises in Shanghai, and the evaluation results will be converted into credit points for application during construction bidding, which is effective Improve the construction enterprise's awareness of law-abiding integrity. Since 2016, it has explored the credit evaluation of engineering supervision enterprises mainly based on the evaluation of third-party credit service agencies, carried out a pilot project of credit evaluation in a market-oriented way, and carried out the construction and application of personal credit files for registered practitioners. Regulate personal professional behavior.

Actively explore the introduction of engineering quality insurance system. Together with the Financial Services Office, the Insurance Regulatory Bureau and other departments, we have issued the "Implementation Opinions on Promoting the Insurance for Potential Defects in the Quality of Commercial Housing and Affordable Housing Projects", and actively promoted commercial housing projects within the scope of affordable housing projects and Pudong New Area. The use of potential defect insurance for engineering quality further strengthens the risk management and control of the entire construction process and promotes the pre-control of potential quality and safety hazards.

Adhere to the focus of building energy conservation and green building development, and continuously promote the green development level of the construction industry

Since Shanghai launched the "Three-Year Action Plan for the Development of Green Buildings" in 2014, green buildings have been encouraged and guided to enter the stage of combination of attraction and force, and comprehensive promotion. It is clearly required that all new civil buildings should be constructed in principle in accordance with one-star and above standards for green buildings. Among them, large-scale public buildings with a single building area of ​​more than 20,000 square meters and state office buildings are constructed in accordance with the green building two-star or above standard; The construction area of ​​two-star and above standard construction accounts for not less than 50% of the total construction area of ​​new civil buildings in the same period. In order to ensure the implementation of the project, Shanghai has incorporated green building construction requirements into the land transfer contract, implemented a special plan review system, and introduced incentive policies and support measures.

In recent years, Shanghai has achieved positive results in green building promotion mechanisms, policies and regulations, standards and specifications, planning and design, construction and operation, technological innovation and industrial support. As of the first half of 2017, the total number of green buildings in Shanghai has reached nearly 100 million square meters; among the green building labeling projects, more than 80% are two-star or above. At present, we are actively exploring the establishment of a long-term mechanism for the development of green buildings, promoting the transformation of green buildings from single buildings to large-scale development, from design and construction to operation management, and from new green buildings to urban renewal.
